How do I fix this my Ipod touch?

Ok so I had put my iPod touch on charge for a while. When i took it off, instead of displaying my wallpaper and my passcode keypad, it displayed a USB cord image, an arrow, and the iTunes emoticon. It is not going away even when im shutting it down, and resetting it; basically all the buttons im pressing dont seem to work. It just stays there and I cant access my Ipod AT ALL. How do I fix this?
