Sounds like he's confused about his feelings and the fact that you're underage probably bothers him as well. I would wait until your 18 to pursue a relationship with him and keep things platonic. Things may work out and they may not. Don't set yourself up for failure by expecting something though. Go in expecting nothing and perhaps you'll come out with more than what you asked for I.e. a wonderful relationship with this guy.
