What does this emoticon/smiley mean?

I never used that or saw it until now but it looks like the person is laughing and the 2carrots represent the eyes. Have u ever seen this before? --> :'D or someting like it? If you really look at ^^; it looks like the person is laughing at something funny and u kno how some people sortaa cry when their laughing hard? Thats what it looks like lol. IM POSITIVE IT REPRESENTS THE PERSON LAUGHING AT SOMETHING HILARIOUS IF U REALLY LOOK AT IT lol. =)
